February 9, 2009
6:30 PM: Open Meeting
Quorum present: Tina Skorput Cooper (TSC); Chair, Curt Wilton (CW). Michael Kirchner (MK), not present.
Board reviews and accepts previous meeting minutes. Board reviews and approves weekly warrants.
1 Board reviews previous year Annual Town Report as submitted this week by former Tree Warden William Kie. Board discusses whether or not to include it in the upcoming Annual Town Report.
2 Board executes an agreement for the Town’s participation in the South Berkshire Household Hazardous Waste Program for 2009.
3 Board reviews a draft Request for Proposals (RFP) for solid waste disposal and transportation. The town’s current three-year agreement ends on June 30, 2009. Although solid waste agreements are exempt from public procurement laws, the Board will put out a formal request for bids.
4 Board discusses locking in next winter’s heating oil price for delivery between July 1, 2009 and June 30, 2010. The Berkshire Group Purchasing collaborative has expanded the options for locking in fuel oil prices. Now, the Town can lock during two thirty-day periods: February and August. Currently, the price for next winter’s delivery is approximately $1.95/gallon.
5 Highway Superintendent Curt Wilton informs the Board that the Highway Department is now over budget in the current year Snow and Ice budget. Accordingly, he requests that the Board take a vote to declare a snow emergency, which allows the Town to deficit spend for snow removal. TSC makes a motion to declare a Snow Emergency, effective immediately. CW seconds the motion. Vote taken, 2-0 in favor.
7:00 PM: CW makes a motion to adjourn the Board’s regular meeting in order to convene the scheduled Special Town Meeting and not to return to opensession upon its completion. TSC seconds the motion. Vote taken, 2-0 in favor.
