Meeting Minutes
April 7, 2014

6:30 PM:        Open Meeting
Quorum present: Karen Zick (KZ), Chair; Earl Moffatt (EM); Peter Skorput (PS). Also present: Admin Asst Mark Webber. No press present.

Board reviews and approves previous meeting minutes.
Board reviews and approves weekly warrants.

6:45 PM:        Chief of Police Thomas Rubino presents Rosario Messina as his candidate to fill the
vacant full-time police officer position. The Chief has been trying to fill the position for nearly a year and is thrilled that Officer Messina wants to come back to work in West Stockbridge after working the past several years as a full-time officer in Stockbridge. Rosario is experienced and fully credentialed and is full time academy certified. Rosario notes that his choice was due in large part to being able to work alongside Chief Rubino, whom he respects. Individually, the Board members welcome Rosario to the force. EM makes a motion to approve the hiring of Rosario Messina as a full time police officer per the Chief's recommendation. PS seconds the motion. Vote taken, 3-0 in favor. Rosario's planned start date is May 5.

7:00 PM:        At the Board's request, resident Bill Biggs offers a plan to provide updating and other
services for the Town's website. Bill notes that the site is in need of updating and changes need to be made to make it more user-friendly. At a previous meeting, the Board had asked Bill for a proposal to work on the website on a continuing basis. To date, all the work on the website has been unorganized.  Bill would begin on one or two of the Departments and get them up to date then move to the others. Bill, who has put in considerable volunteer hours over the past few years, would enjoy getting the website up to speed. The Board thanks Bill for his interest and will discuss a fair compensation to Bill for his services at a future meeting.

Other Business/Action Items:

  • Board reviews and approves three Village School Use Permits: 1) Southern Berkshire Youth Soccer on the playing fields; a yoga class for Wednesday evenings in the community room and; a summer playgroup sponsored by Community Health Programs for the outside.
  • Board reviews the two bids received for the retired Crown Victoria police cruiser. EM makes a motion to award the bid to the high bidder – Chicago Motors – for $1,007. PS seconds the motion. Vote taken, 3-0 in favor.
  • Following last week's Annual Town Caucus, the Vacancy Committee has met and has filled the vacant position with the following candidates, who have all accepted: Jon Piasecki, Planning Board; Matthew McMahon, Constable; Barbara Dowling, Library Trustee; Andrew Krouss, Finance Committee.
  • Board reviews the annual Town Meeting Warrant and FY 2015 budget. The warrant will be signed on April 21.
8:10 PM:        There being no additional business to come before the Board, KZ makes a motion to
adjourn the meeting. PS seconds the motion. Vote taken, 3-0 in favor.

Meeting Minutes
April 14, 2014

6:30 PM:        Open Meeting.
Quorum present: Karen Zick (KZ), Chair; Earl Moffatt (EM); Peter Skorput (PS). Also present: Admin Asst Mark Webber (AA). No press present.

Board reviews and approves previous meeting minutes.
Board reviews and approves weekly warrants.

7:00 PM:        Open Public Hearing for application for All Alcoholic Beverage Restaurant License for
Black Leg Tavern, 32 Main Street. EM reads the public hearing notice as it appeared in the Berkshire Eagle. Applicant James Gilman describes his plans for the former OLIO restaurant. He will be leasing the building from the Khalaf's and hopes to open a 'bistro' type restaurant by the end of May. His focus will initially be on dinners, then move to lunch then expand to mid-morning offerings from an on-premises bakery. He describes his several years of restaurant experience and notes that this is his first time operating his own business. PS asks that he and his patrons be cognizant of parking constraints on Main St, particularly in front of the package store whose customers are used to quick in and out parking. EM makes a motion to approve to the application as presented and forward it to the ABCC for their approval. PS seconds the motion. Vote taken, 3-0 in favor. Boards wishes Mr. Gilman every success.

7:30 PM:        Open Public Hearing for application for All Alcoholic Beverage Restaurant License for
the Shaker Mill Tavern, 5 Albany Road, Dominick Luchi, Manager. EM reads the public hearing notice as it appeared in the Berkshire Eagle. At the request of the applicant, KZ makes a motion to continue the hearing for one week until 7:00 PM on April 21st. PS seconds the motion. Vote taken, 3-0 in favor.

Other Business/Action Items:

  • AA informs the Board that the Attorney General has granted approval to the Town's Rent Control Bylaw. The bylaw will take effect following the required posting period by the Town Clerk.
  • Board does it's final review of the Annual Town Meeting warrant and FY 2015 budget. Warrant will be signed and posted next week.
  • The Board received notice from the State that all communities will receive a one-time appropriation for pothole repairs on Town road due to the unusually harsh winter. West Stockbridge will receive $22,832 which has to be expended by the end of September 2014.
  • A check was received from Chicago Motors for the retired police cruiser and the title was sent to them with instructions to pick up the car in the next 10 days.
8:05 PM:        There being no additional business to come before the Board, KZ makes a motion to
adjourn the meeting. EM seconds. Vote taken, 3-0 in favor.
