Meeting Minutes
January 12, 2015

6:30 PM:        Open Meeting
Quorum present: Peter Skorput (PS), Chair; Earl Moffatt (EM). Karen Zick (KZ) unable
to attend.

Board reviews and approves previous meeting minutes.
Board reviews and approves weekly warrants.

7:00 PM:        PS makes a motion to enter executive session per MGL Ch 39:23B(3) to discuss pending
litigation and to return to open session upon its conclusion. EM seconds the motion. Voice vote taken: PS, aye; EM, aye.

Executive Session

7:15 PM:        Board re-convenes regular meeting.

Business/Discussion/Action Items:

  • AA informs the Board that the FY '16 budget process is underway. FinCom will be issuing a meeting schedule shortly as to when they will be meeting with department heads and the Board. Budget request forms have  been distributed with a return date of February 13th.
  • There will be a presentation by MA DOT at the Board's 1/26/15 meeting for a solar array proposal on State land in the vicinity of MassPike interchange 1.
  • Following a discussion, Board approves the installation of a new door at the Police Station.
  • Board approves a request from the National Multiple Sclerosis Society to conduct a fund raising bike race, a section of which will run through Town. The Village School parking area will be utilized as a rest stop.
  • Two meetings are scheduled for BHRSD FY '16 budget presentations: 2/12/15 at 7:00 PM at Monument Valley Middle School and 2/17/15 at 6:00 PM at the Stockbridge Town Hall.
7:35 PM:        There being no additional business to come before the Board, EM makes a motion to
adjourn the meeting. PS seconds the motion. Vote taken, 2-0 in favor.

January 26, 2015

6:30 PM:        Open Meeting.
Quorum present: Peter Skorput (PS), Chair; Earl Moffatt (EM); Karen Zick (KZ). Also
present: Admin Asst Mark Webber (AA). Press present: Local Yokel

Board reviews and approves previous meeting minutes.

Board reviews and approves payroll and vendor warrants.

6:45 PM:        Steve Sautman, Town's representative to Wired West, addresses the Board with an
update of the Wired West cooperative. Wired West has begun a sign up campaign in several towns. Steve seeks a letter of support from the Board to be included in future Wired West mailings to residents. Following a discussion, Board agrees to issue a letter with some modifications from the draft furnished by Steve. Board thanks Steve for his continued volunteer efforts.

6:55 PM:        PS opens a utility pole hearing as requested by National Grid to place a utility pole and
transformer at 27 West Alford Road to provide service for a new residence. Tony Corsi, representing National Grid describes the need for the pole. Noting that the property owner has been waiting quite some time to get this pole and that no objections from abutters have been expressed, EM makes a motion to approve the petition as presented. PS seconds the motion. Vote taken, 3-0 in favor. AA will contact the property owner and send the approved paperwork back to National Grid.

7:05 PM:        Highway Superintendent Curt Wilton provides a Departmental update to the Board. Curt
notes that he is on the edge of going over budget for winter salt and sand and will inform the Board when he does so that the Board can declare a snow and ice emergency which allows for deficit spending in the snow and ice appropriation. Curt notes that, in response to some expressed concerns, he contacted MA Department of Transportation (DOT) and was told that the turnpike bridge crossing Moscow Road has been recently inspected and that it has been deemed safe. It doesn't look great from underneath, but it is structurally sound. Curt will be attending a MA DOT meeting at District 1 offices in Lenox on 1/28/15 for a pre-construction meeting for the Route 41 bridge replacement project scheduled for this construction season. Fire and Police Chiefs are also invited. Curt informs the Board that an opportunity to replace the Town's aging road grader has surfaced. The Town's grader, which was already 14 years old when purchased in 1992 for $19,000, is in need of extensive repairs and it's nearly impossible to get parts because the manufacturer – Champion - is no longer in business. Curt states that the grader, although used primarily during the spring and fall to maintain the Town's gravel roads, is not a 'front line' piece of machinery but is essential to have. A new grader is approximately $400,000. The Town of Becket is purchasing a new grader and contacted West Stockbridge and other towns to see if there was any interest in purchasing their 1995 John Deere road grader. Curt notes that he's inspected the Becket machine and that it is in well maintained condition with extensive service records. The anticipated cost would be between $35,000 - $40,000. Curt adds that the Finance Committee has been made aware of the need to replace the grader. Following discussion, Board agrees to send a letter of interest to Becket for the purpose of holding the grader until an appropriation can be presented and acted upon at a town meeting.

Other Business/Discussion Items:

  • KZ asks that a plaque be purchased to honor the 100th birthday of resident Rino Delmolino. Board agrees.
  • AA provides the Board with a Rent Control Board (RCB)update. He and EM attended a Superior Court hearing last week for the purpose of hearing a motion to stay the recent RCB decision to reduce the Mill Pond Trailer Park rent from $325/month to $241/month, which was brought by the Park owner. Judge Agostini took testimony and will give his decision in the next several days.
  • BHRSD Superintendent Peter Dillon has requested a future meeting with the Board to discuss the process of forming a committee to study the need to amend the BHRSD regional school agreement among the 3 towns. It is noted that neither West Stockbridge nor Stockbridge has expressed any interest in amending the agreement and that the initiative is coming from a constituency in Great Barrington. However, the Board will welcome a visit from the Superintendent.
  • AA informs the Board that Animal Control Officer John Springstube has been having a difficulty time obtaining the required annual “barnbook” from the MA Dept of Agricultural Resources. The barnbook records the number of livestock in MA communities. Calls to the program director have resolved the issue.
7:45 PM:        There being no additional business to come before the Board, KZ moves to adjourn the
meeting. PS seconds the motion. Vote taken, 3-0 in favor.
