MEETING MINUTES
West Stockbridge Public Library Board of Trustees

4:30 pm in the Library
Town Hall, 21 State Line Road, West Stockbridge, MA 01266

Attending: Library Director Appelbaum, Chair Coxon, Treasurer Nihart, Secretary Dowling, Suzanne Hatch, Joseph Giramma.

The Friends of the Library invited the Library Board members and Director Applebaum to join them for their February meeting and that replaced the Board’s February meeting.) The minutes from January 27, 2017 were accepted.

Financial Report from Treasurer:    $42,402.39 remains in the Edward Jones account; $11,149.15 in Berkshire Bank checking account.

BUSINESS:

The Board voted to change the by-laws to require that the Library Board hold open meetings at least four times a year. This is a change from the current eight times each year. This is a minimum number and does not limit the actual number of meetings the Board might hold.

Director Applebaum reported that the vestibule project’s finishing items will be scheduled and completed when nicer weather permits. Greyhouse Partners will seal the floor, and Cathy Nihart will contact Sarah Thorne to discuss ordering the indoor/outdoor furnishings. Bids will be sought for the sign from local companies.

Director Applebaum reported that Vicki Cooper – a former children’s librarian at the West Stockbridge Library, the Lenox Library, and the Stockbridge Library – has agreed to present four children’s programs over the summer. Her rate will be $20 an hour for a total of about eight hours of work. The program will tie-in with the school literacy project theme, Build a Better World.
Town Manager, Mark Webber, has asked each town Board to post upcoming agendas and minutes online, beginning in April. Minutes and agendas will be sent to Director Applebaum, who will submit them for the town’s web page.

The Board voted to advertise again this year in the West Stockbridge brochure. Price remains $450.00 and last year’s ad will be used.

Karen Carmean submitted for the Board’s input a proposed system for hanging the Stockbridge and Richmond Artists Guild work in the halls of the Town Offices. The Board voted to pay  $350 towards the cost of the system. This sum is the balance of donations given in memory of artist and designer Isabelle Soule. The Board will also create a permanent plaque to hang on the wall with the artwork  in memory of Mrs. Soule.

Director Applebaum informed the Board that Federal funds for libraries might be cut and the West Stockbridge Library may need to allocate extra funds to remain in the interlibrary loan system.

The Board is moving forward with seeking 501(c)(3) status which requires an EIN number.

Next meeting is scheduled for 4:15 Tuesday, May 2nd ,  in the Library.

LIBRARIAN REPORT
January 17, 2017
Vestibule Update: Happy to report that patrons are using the new entrance with very positive comments. We’ve added new floor mats and a smaller book cart to open up area.

 Donations: Second contribution (hopefully annual) from the Egan Trust ($500) as well as $100 from patrons. Contacted Tony Balestros about use of those funds.

2018 Budget/library section of town annual report attached.  Will forward both to Mark and Select Board. Also, savings due to MHEC membership. PO Box fee jumps to $92.00 next month.

Professional development: Exec Director Tim Spindler said costs should remain roughly the same.

Technology: Still researching replacement for the very old /original circ computer.

Programs: New technology programs seem to be popular. Looking into a Virtual Reality Program for adults and older kids for the spring.
